Koa Bay Community Development District
The Koa Bay Community Development District is a local, special-purpose government entity authorized by Chapter 190 of the Florida Statutes as amended and established on September 3, 2024 by the City Commission of the City of Fort Pierce (St. Lucie County), Florida, Ordinance No. 24-034 as an alternative method of planning, acquiring, operating and maintaining community-wide improvements in planned communities.
The Koa Bay CDD is located entirely within St. Lucie County and covers approximately 200.23 acres of land. The site is generally located north of W. Midway Road, south of Okeechobee Road, and west of Interstate 95.
The services provided by the District are described in Chapter 190, Florida Statutes.

The Koa Bay Community Development District is a local, special-purpose government entity authorized by Chapter 190 of the Florida Statutes as amended and established on September 3, 2025 by the City Commission of the City of Fort Pierce (St. Lucie County), Florida, Ordinance No. 24-034 as an alternative method of planning, acquiring, operating and maintaining community-wide improvements in planned communities.
The District is granted all general powers authorized pursuant to Section '190.011, Florida Statutes, and the special powers authorized pursuant to Section 190.012(1), Florida Statutes, Section 190.012(3), Florida Statutes, and Sections 190.012(2)(a) and (d), Florida Statutes.
